    Exploring the Cost Effectiveness of Land Conservation Auctions and Payment Policies

    Until recently public efforts to encourage conservation on private land in many countries has primarily been through uniform payment policies. Auctions are increasingly used as a payment mechanism to acquire public benefits such as conservation actions that provide environmental improvements on private land (e.g. the US Conservation Reserve Program (CRP). The economic rationale for use of auctions is that they create decentralised incentives to offer bids at close to the true landholder opportunity costs, even when the implementing agency holds little information about these opportunity costs. This paper assesses the cost of a case study auction relative to four payment policies that use varying levels of information strategically to reduce rent payment and to prioritise funding based on environmental value. The results suggest that the estimated cost savings achievable with the discriminant price auction for conservation contracts depends on the policy to which the auction outcomes are compared. Auction cost savings are likely to be greatest when compared to policy alternatives involving little effort to discriminate amongst offers based on differences in landholder opportunity costs. A further key finding is that, for this case study, most of the savings resulting from the discriminant price auction could be attributed to the use of the environmental benefits index in project ranking and selection.Land Economics/Use,

    Reconfiguring an Irrigation Landscape to Improve Provision of Ecosystem Services

    Over-allocation of fresh water resources to consumptive uses, coupled with recurring drought and the prospect of climate change, is compromising the stocks of natural capital in the world’s basins and reducing their ability to provide ecosystem services. To combat this, governments world wide are making significant investment in efforts to improve sharing of water between consumptive uses and the environment, with many investments centred on modernisation of inefficient irrigation delivery systems, and the purchase of water by government for environmental flows. In this study, spatial targeting was applied within a cost-benefit framework to reconfigure agricultural land use in an irrigation district to achieve a 20% reduction in agricultural water use to increase environmental flows and improve the provision of other ecosystem services. We demonstrate using spatial planning and optimisation models that a targeted land use reconfiguration policy approach could potentially increase the net present value of ecosystem services by up to AUS463.7m.Thisprovidesathresholdlevelofinvestmentthatwouldbejustifiedonthebasisofbenefitsthattheinvestmentproduces.Theincreaseinecosystemservicesincluderecovering61GLofwaterforenvironmentalflows,thesequestrationof10.6mtonnesofCO2e/yr,a13EC(?S/cm)reductioninriversalinity,andanoverall24463.7m. This provides a threshold level of investment that would be justified on the basis of benefits that the investment produces. The increase in ecosystem services include recovering 61 GL of water for environmental flows, the sequestration of 10.6m tonnes of CO2-e/yr, a 13 EC (?S/cm) reduction in river salinity, and an overall 24% increase in the value of agriculture. Without a targeted approach to planning, a 20% reduction in water for irrigation could result in the loss of AUS68.7m in economic returns to agriculture which may be only marginally offset by the increased value of ecosystem services resulting from the return of 61 GL of water to the environment.landscape planning, geographic information systems, cost-benefit analysis, irrigation, climate change, water management, spatial targeting, environmental valuation

    Xenopus Cdc14α/β are localized to the nucleolus and centrosome and are required for embryonic cell division

    BACKGROUND: The dual specificity phosphatase Cdc14 has been shown to be a critical regulator of late mitotic events in several eukaryotes, including S. cerevisiae, S. pombe. C. elegans and H. sapiens. However, Cdc14 homologs have clearly evolved to regulate distinct cellular processes and to respond to regulatory signals important for these processes. The human paralogs hCdc14A and B are the only vertebrate Cdc14 homologues studied to date, but their functions are not well understood. Therefore, it is of great interest to examine the function Cdc14 homologs in other vertebrate species. RESULTS: We identified two open reading frames from Xenopus laevis closely related to human Cdc14A, called XCdc14α and XCdc14β, although no obvious paralog of the hCdc14B was found. To begin a functional characterization of Xcdc14α and XCdc14β, we raised polyclonal antibodies against a conserved region. These antibodies stained both the nucleolus and centrosome in interphase Xenopus tissue culture cells, and the mitotic centrosomes. GFP-tagged version of XCdc14α localized to the nucleulus and GFP-XCdc14β localized to the centrosome, although not exclusively. XCdc14α was also both meiotically and mitotically phosphorylated. Injection of antibodies raised against a conserved region of XCdc14/β into Xenopus embryos at the two-cell stage blocked division of the injected blastomeres, suggesting that activities of XCdc14α/β are required for normal cell division. CONCLUSION: These results provide evidence that XCdc14α/β are required for normal cellular division and are regulated by at least two mechanisms, subcellular localization and possibly phosphorylation. Due to the high sequence conservation between Xcdc14α and hCdc14A, it seems likely that both mechanisms will contribute to regulation of Cdc14 homologs in vertebrates
